| ISSUE - The correct quantification should take into account the outline and shape of the reference parcels. This is needed as certain types of reference parcels are more difficult to measure and have a higher uncertainty in the area measurement. This is indeed the case with small parcels, long narrow parcels and irregular shaped parcels. In principle all parcels with a lot of perimeter relative to the surface. The 2 % margin is too low for these types of parcels. | REPLY - In order to avoid unnecessary changes in the LPIS system, differences between new established maximum eligible area (MEA) and the current value of the MEA in the LPIS system up to 2% do not require an update of the MEA in LPIS. Whereas this so-called 2% stability threshold relates to the absolute difference between two values of MEA of reference parcels, the single buffer tolerance referred to in Article 38 of Regulation (EU) No 809/2014 relates to the technical imprecision of measurement tools for geo-localise boundaries in order to measure the area of the declared agricultural parcels in the scope of an on-the-spot check. The stability threshold, the single buffer tolerance as well as the threshold for the LPIS Quality Assessment are thus serving different purposes and are not to be combined. In addition the 2% stability threshold is not meant to be applied differently depending on the size or the shape of the reference parcel in question, but it is always a percentage of the MEA. |
